STATE GOALS

 

Renewable Portfolio Standards

The State of Connecticut has established a Renewable Portfolio Standard (RPS) which requires each electric supplier and distribution company to demonstrate no less than 5% of its output of services to be generated by renewable energy by 2006 and 23 percent by 2020. The RPS also calls for an additional 4 percent to be derived from combined heat and power (CHP) systems by 2010.  The breakdown and schedule for the RPS requirements is such:

Regional Greenhouse Gas Initiative

Connecticut is a member of the Regional Greenhouse Gas Initiative (RGGI) which is the first mandatory market based effort to reduce greenhouse gas emission in U.S. RGGI is comprised of ten states from the Northeast and the Mid-Atlantic regions. The caps were initiated beginning January 1, 2009 and have a goal of 10 percent reduction in greenhouse gas emissions of power plants by 2018.

 

CT’s Energy Vision

In order to reaffirm the states goals and position as a leader in the renewable energy Governor Jodi Rell established a comprehensive energy plan, CT’s Energy Vision. The plan focused on lowering consumer prices, improving the domestic energy supply, developing sustainable technology and making the state a center for economic development and innovation in the energy sector. The plan called for the following goals to be reached by 2020:

·       Peak electric consumption will be reduced by 20 percent

·       Fossil fuel consumption will be reduced by 20 percent

·       Commercially sold transportation fuels will be a 20 percent mixture of alternative fuels

·       Residential and commercial heating oil will contain a 20 percent mixture of alternative fuels

 

STATE RESOURCES

 

Connecticut Clean Energy Fund - Operational Demonstration Program

The CCEF enables early-stage companies to demonstrate the effectiveness of their clean-energy technologies. Eligible resources include “solar, wind, ocean thermal, wave or tidal, run-of-the-river hydro, fuel cells, hydrogen generation and storage technologies, landfill gas, low-emission advanced biomass-conversion technologies, and usable electricity from combined heat and power (CHP) systems with waste-heat recovery systems.”

 

Connecticut Clean Energy Fund – Solar Lease Program

The CT Solar Lease Program is designed to provide more affordable financing to middle income Connecticut homeowners for the acquisition of solar energy systems.

 

Connecticut Clean Energy Fund - Community Innovation Grants Program

Cities and towns seeking to boost awareness for clean energy are eligible to apply for funding under the Community Innovations Grants Program (CIGP). To qualify, the community must commit to 20 percent clean energy by 2010 and the EPA Community Energy Challenge.

 

Connecticut Clean Energy Fund – On Site Distributed Generation Program

The Onsite DG Program provides grants to help support the installation of systems that generate clean energy at commercial, industrial, and institutional site. Qualified technologies include “wind, fuel cells, landfill gas, low-emission advanced biomass-conversion technologies, run-of-the-river hydropower, wave or tidal power, or ocean-thermal power are eligible.”

 

Department of Public Utility Control  – Customers Side Distributed Generation

The DPUC has capital grants and other financial incentives available to assist commercial and industrial customers with the cost associated with the installation of clean energy systems, energy conservation measures or load management programs.

 

Connecticut Housing Investment Fund – Energy Conservation Loan Program

The Energy Conservation Loan Program (ECL) and the Multifamily Energy Conservation Loan Program (MEL) provides low interest loans to single family and multi-family residential property owners to install clean energy system or conservation measures.

 

Office of Policy and Management - Energy Technology Program

The New Energy Technology (NET) program is designed to help develop the innovative energy-saving and renewable energy technologies and commercializing the technologies.

 

United Illuminating – Energy Conscious Blueprint

The Energy Conscious Blueprint program provides cash incentives to commercial or industrial customers that design energy efficiencies into the their new construction or building renovation projects.

 

Connecticut Light and Power and United Illuminating - Rebate Programs

CL&P and UI both provide rebate programs for their customers that install energy efficiencies that help to reduce their electric load.

 

FEDERAL RESOURCES

 

Environmental Protection Agency - Green Power Partnership

The Green Power Partnership is a voluntary program that provides organization expert advice, technical support, tools and resources to help with the procurement of green power.

                        

Tax Credits and Exemptions

The Federal government offers tax credits and exemptions to business and residential sectors for the implementation of energy efficiencies and renewable energy technologies.

 

U.S. Department of Energy - The Renewable Energy Production Incentive (REPI)

The REPI program provide financial incentives for renewable energy electricity generated by renewable energy facilities that are either not-for-profit electrical cooperatives, public utilities, state governments or commonwealths.

 

Northeast Combined Heat and Power Application Center

The goal of the Northeast CHP Application Center is provide assistance, technical information and education about CHP systems to the seven Northeast States.

 

U.S. Department of Agriculture - Rural Energy for America Program (REAP)

REAP provides grants and loans to rural businesses and agricultural producers for the installation of energy efficiencies, clean energy systems and energy audits.

 

U.S. Department of Energy - Tribal Energy Grant Program

The Tribal Energy Grant Program provides financial and technical assistance for the purchase and installation of renewable energy and energy efficiency technology on tribal lands. The program also provides financial and technical assistance.
